When first reaching Ustengrav, you will come across multiple bandits and necromancers fighting each other outside of the burial site.
You can run past them since they are focused on attacking each other, or you can take them down yourself. Using your bow from a distance is a great way to snipe these foes. Before charging into the battle between the bandits and necromancers, make sure to bring along health potions to quickly heal yourself while in battle.
Make your way through the first level of Ustengrav. You will encounter Draugr through the first level of Ustengrav. There is no way to avoid these enemies so prepare for a fight by equipping a weapon such as a bow or melee sword. Venture through Ustengrav Depths. You will find various enemies while in the depths, including skeletons and Draugr. You will eventually come across a set of rocks that glow when you pass by them.
Each rock opens one metal gate in front of you. The only way to get past these four gates is by using the Whirlwind Sprint shout. Equip this shout in your inventory and begin walking straight towards the gates, starting just before the rock furthest away from the gates. Otherwise, go right ahead and enter the final chamber. As you make your way through the final room, four Nordic dragon carvings rise out of pools of water.
On the pedestal where the Horn should be resting, you will instead find a mysterious note addressed to "the Dragonborn". It states that the Horn has been removed, and requests that you meet the note's anonymous author by renting an attic room at the Sleeping Giant Inn in Riverwood.
Having failed the task, do as the note says and go to Riverwood. When you speak to Delphine about renting the appropriate room, she will tell you that there is no attic room, but that you can take the one on the left. Delphine follows you, reveals that she was the one who took the Horn, and gives the Horn to you. She asks to speak privately, and she will lead you to the room across from yours.
Delphine opens the wardrobe door, revealing a secret room beneath the inn. In this room, she tells you that her organization has been looking for someone like you, and that she took the Horn in order to get your attention. This exchange with her begins the quest A Blade in the Dark. After speaking with her, you are free to return the Horn to High Hrothgar and complete the quest.
Return to High Hrothgar with the Horn and present it to Arngeir, completing the task he originally gave you. Arngeir will go to the main hall, where the other Greybeards are assembled, and Wulfgar will teach you the final word of the Unrelenting Force shout.
There the Greybeards will speak to you at once in the dragon language, formally recognizing you as Dragonborn.
You are not harmed by this exchange. Although not directly tied to completing this quest, most players will unlock the following achievement during this quest, when the final word of Unrelenting Force is learned:.

Retrieve a Greybeard artifact from Ustengrav. High Hrothgar , Ustengrav , Riverwood. The Way of the Voice. A Blade in the Dark. The final chamber for the Horn. Mine starts just before that. I can do the whirlwind sprint part just fine! But when i receive the quest to go get the horn the note i need is not in Ustengrav I have 0 mods, and no clue how to fix it.
It seems im the only one with this issue. User Info: Ookami Did you look at a previous save if the pointer was already at the Solitude house or did that change when you entered the cave? There is a bug about the alter missing of you try to go throught the cave before accepting the quest by removing the boulders with a console command. It's not related to what you described, but it's similar. Like any issue with this game, try reloading an old save and see if it works.
Ive reloaded saves many times, restarted my character, even cleaned my disk. And nothing seems to be working. I save a ton, and its on Xbox one, so there are so console commands.
